Sub: Mercy Petition from 10 lakh Citizens of Mira Road-Bhayander Area of MMRDA for relief from Political bosses of Unions of Auto-Rickshaws.
1. We have been representing for last 6 Years for plying of rickshaws on meter and for last 2 ½ years for making rickshaws to ply in entire MMRDA Area without any restrictions as ordered by Government of Maharashtra in their Notification no. MVR0807/C.R.136/TRA-2 dt 25-2-08, as rickshaws charge exorbitant rates for even short distance and drop the passengers at far away Stand at Dahisar Checknaka from where they have to walk a long distance for catching rickshaws for Borivali side. For a short distance of about 1.6 km from Dahisar Checknaka to Shrusti or any other near about areas, they charge Rs 40 or more depending upon bargaining. For other short distance places also, they charge Rs 25. Riickshaws from Mira Road drop passengers at their Stand at one end of Dahisar Checknaka, which is quite far from Stand of rickshaws going to Borivali Side, making passengers including school children, their mothers and Senior Citizens, handicaps etc to walk a long distance with luggage, heavy school bags in heavy traffic. Passengers coming from Borivali Side are also dropped at another Stand far away and not brought to the Stand of Mira Road.
2. We have been corresponding continuously for so many years with RTO, Thane; Transport Commissioner, Bandra; Ministry of Home dealing with Transport; Police Commissioner (Transport), Worli; Chief State Information Commissioner, Mumbai; Chief Minister; Home Minister and Ministry of Administrative Reforms & Public Grievances but no one has been able to get rickshaws run on meter nor to move them beyond their Stands at Dahisar Checknaka!! We have written more than 100 letters to all these concerned authorities from time to time but our grievance is not solved.
3. Stock reply given for not running a single rickshaw on meter in entire area having population of almost 10 lakh citizens is that all rickshaws in this area are running on meters and as per Tariff Card prescribed and those not running on meter are fined from time to time!! When not a single rickshaw is running on meter, such replies indicate helplessness of Authorities to get them carry out their orders by rickshawwalas!!
4. As regards difficulties of citizens being dropped at different Stands and making them walk a long distance with luggage and in heavy traffic, written instructions were issued in 2006, 2007 and for plying in entire MMRDA Area in 2008 but no rickshaws carried out these orders. As regards plying rickshaws in the entire area of MMRDA as per State Government`s orders dt 25-2-08, RTO, Thane has now after 2 years of continuous correspondence with all the Authorities issued a Press Notification on 28-7-10 asking all Auto-Rickshawwalas to get their licences and other papers got authorized from RTO`s Office, Thane for plying in entire MMRDA Area. There does not appear to be any response to this inspite of our contacting and giving copies of this notification to one of their Union & many individuals and they say lot of money is being asked for this etc. It is not known whether any similar orders are issued by RTOs, Andheri, Wadala etc for rickshaws coming to Mira Road from Borivali Side or whether there is any necessity to issue any such orders. Rickshaws registered with RTO, Andheri & Wadala do not require any endorsement for plying in areas of each other jurisdiction at present. In short, rickshaws of Mira-Bhayander area do not carry out these orders also and do not carry passengers beyond their Stand at Dahisar Checknaka and continue to charge exorbitantly as per their wish and exploit citizens and no DEMOCRATELY CREATED AUTHORITIES are able to make them carry out their orders!!
5. We request you to kindly look in to this very sorry state of affairs of Helplessness of THESE AUTHORITIES and get all rickshaws run on meter and ply in the entire area of MMRDA without any restrictions.
